International Driving Permit Abroad: When You Need an IDP, Rental Car Rules & Common Mistakes

TRAILANDRA DRIVING ABROAD GUIDE
Research checked: September 18, 2026. Current guidance was checked against USAGov, the U.S. Department of State, Your Europe and GOV.UK. IDP rules depend on the licence you hold, the country you visit, the length and purpose of your stay and sometimes the rental company’s own terms.
Travelers checking an International Driving Permit, driver’s license and travel documents before collecting a rental car

An International Driving Permit looks like a simple travel document, which is exactly why it is easy to misunderstand. Some travelers buy one when they do not need it. Others arrive at a rental counter assuming their normal licence is enough and discover that the car cannot be released.

The useful question is not simply “Does this country use IDPs?” It is “Does someone with my exact licence, on this exact trip, need an IDP under local law or the rental contract?”

TRAILANDRA QUICK ANSWER

Table of Contents

An IDP is a supporting document, not a replacement driving licence

If an International Driving Permit is required, you normally use it with your valid original driving licence. Whether you need one depends on where your licence was issued and where you plan to drive. A rental company may also ask for an IDP even when local law does not automatically require one, so check both the destination rules and the supplier terms before paying.

What an International Driving Permit actually does

An IDP is best understood as an internationally standardized companion to your domestic licence. It helps translate and present your identifying and licence information in a form that authorities and rental companies in another country can recognize.

USAGov describes an IDP as a document that translates your identifying information into different languages. It also tells U.S. travelers to carry both the IDP and the original U.S. driver’s licence while abroad.

Trailandra rule
An IDP does not make an invalid licence valid. If your domestic licence is expired, suspended, restricted or otherwise not valid for the vehicle you want to drive, the IDP does not fix that problem.

The three checks that decide whether you need an IDP

CHECK 1Where was your licence issued?A U.S., UK, EU, Korean or other licence can be treated differently in the same destination.
CHECK 2Where will you drive?Recognition rules are set by the destination, not by a universal travel rule.
CHECK 3What does the rental company require? The supplier can have document requirements that matter at pickup even if local law is more permissive.

I would never answer the IDP question from a generic travel blog sentence such as “Europe does not require an IDP” or “Asia requires an IDP.” Those statements are too broad to be useful.

Legal requirement and rental-company requirement are not the same thing

This distinction can decide whether you actually receive the car.

A country may recognize your licence without an IDP, but the rental supplier can still ask for additional documentation under its contract. GOV.UK’s current destination table gives several examples where UK photocard holders do not need an IDP under the stated rule but are still told to check whether the car-hire company requires one.

QuestionWho decides?Why it matters
Can I legally drive on my licence?Destination law / authoritiesThis determines whether your licence is legally recognized.
Will the rental company release the car?Rental supplier contractThe company may ask for an IDP or other documents as a condition of rental.
Will insurance or a waiver remain valid?Policy and rental termsDriving without the required licence documents can create a claims problem.
The expensive mistake
A prepaid rental is not proof that your documents will be accepted at pickup. If the supplier requires an IDP and you arrive without one, arguing that the reservation was already paid does not solve the document problem.

If you have a U.S. driver’s licence

USAGov says U.S. citizens do not need an IDP to drive in Canada or Mexico, while many other countries require one. It directs travelers to the U.S. Department of State’s destination pages to check the local licence rules for the country they will visit.

The U.S. Department of State similarly advises travelers that some countries accept a U.S. licence and many others require an IDP.

Where should a U.S. traveler obtain an IDP?

Current USAGov guidance identifies two organizations authorized by the U.S. Department of State to issue IDPs:

  • American Automobile Association (AAA); and
  • American Automobile Touring Alliance (AATA).

USAGov also warns travelers about other websites claiming to sell “international driver’s licenses” or IDPs and notes that many can be fraudulent.

For U.S. licence holders
USAGov states that a U.S.-issued IDP is valid for one year and cannot be renewed. Carry the IDP together with your valid U.S. driver’s licence.

If you have a UK driving licence

UK rules illustrate why nationality-wide IDP advice is dangerous.

GOV.UK currently says holders of a UK photocard licence do not need an IDP to drive in the EU, Switzerland, Norway, Iceland or Liechtenstein. But different rules can apply to paper licences and licences issued in Gibraltar, Guernsey, Jersey or the Isle of Man.

The UK also recognizes three IDP formats for different destinations:

IDP TYPE1926Used for a limited set of destinations under the relevant convention rules.
IDP TYPE1949Required for some destinations; a UK-issued 1949 permit normally lasts 12 months.
IDP TYPE1968Required for other destinations; a UK-issued 1968 permit can last up to three years or until the UK licence expires, whichever comes first.

If a route crosses several countries, GOV.UK warns that a traveler may need more than one type of IDP.

Do not copy UK validity rules onto a U.S. permit
IDP format and validity depend on the issuing system. For example, current U.S. guidance says U.S.-issued IDPs are valid for one year, while UK guidance gives different validity periods for its 1926, 1949 and 1968 permits.

If you have an EU driving licence

Your Europe states that a driving licence issued in an EU country can be used throughout the EU as long as it remains valid. Standard EU licence categories are recognized across EU countries.

But this does not mean every “international” document is automatically harmonized. Your Europe specifically notes that international driving permits and provisional documents are not regulated at EU level and may not be recognized uniformly.

If your licence was issued outside the EU, recognition becomes country-specific. Your Europe advises holders of non-EU licences to check with the authorities of the country they are visiting or with the relevant embassy or consulate.

A road trip through several countries needs a route-level check

If your plan is “Portugal → Spain → France” or “Croatia → Montenegro → Bosnia and Herzegovina,” checking only the pickup country is not enough.

For every country on the driving route, check:

1
Licence recognition — Is your domestic licence valid there?
2
IDP requirement — Is an IDP legally required or recommended for your licence type?
3
IDP format — If your issuing country uses different convention formats, which one applies?
4
Rental permission — Does the supplier allow the car into that country?
5
Insurance and breakdown cover — Do they remain valid across the route?

Your Europe advises travelers planning to take a rental vehicle through several countries to tell the rental company when booking so the supplier can provide the correct documentation, insurance and breakdown cover.

Trailandra road-trip rule
Check documents by route, not just by destination. The airport where you pick up the car is only one part of a multi-country drive.

What I would verify with the rental company before paying

I would not ask customer service only “Do I need an IDP?” That can produce an unhelpfully generic reply.

I would send a more specific question:

A better rental-company question
“I hold a valid [country] driving licence and will pick up the car in [country]. I plan to drive through [countries]. Do you require an International Driving Permit for pickup, and are there any licence-format or cross-border document requirements for this reservation?”

Save the answer with your booking records. If your itinerary changes before pickup, ask again.

What to carry when driving abroad

The exact document list depends on the destination and rental, but this is the practical stack I would verify before leaving the counter:

✓
Original valid driving licence — the IDP is not a substitute.
✓
IDP if required — correct type and still valid.
✓
Passport or accepted identity document — as required by the supplier and local rules.
✓
Rental agreement — including authorized drivers.
✓
Insurance / waiver documentation — especially for cross-border trips.
✓
Required payment card — many rentals require the main driver’s eligible card for the deposit.

Your IDP does not automatically authorize another driver

An IDP belongs to the individual driver. If two people will share the driving, both need to satisfy the local licence rules and the rental company’s driver requirements.

Even if both travelers have valid licences, the second person should also be listed as an authorized driver when the rental contract requires it.

Do not solve an extra-driver fee by creating an insurance problem
Letting an unauthorized driver use the vehicle can affect rental waivers or insurance protection. Saving a small fee is not worth creating a much larger liability question.

What if your licence is not in the Latin alphabet?

This is exactly the kind of case where travelers should verify the destination and supplier wording instead of relying on assumptions.

An IDP can provide standardized translated information, but some countries or rental companies may have their own rules about translations, licence scripts, certified translations or how long a foreign licence can be used.

If your licence uses a different script from the destination’s commonly accepted documents, I would treat the IDP question as a pre-booking requirement rather than something to resolve at the desk.

Short trip and long-term residence are different problems

An IDP is primarily a travel document. It should not be treated as a way to avoid local licensing rules after moving abroad.

GOV.UK explicitly tells people moving abroad not to apply for an IDP as the solution; they may instead need to exchange their licence or apply for a new one in the country where they move.

The exact residence threshold and exchange rules vary by destination. Digital nomads, students and long-stay visa holders should therefore separate two questions:

SituationQuestion to research
Short visit / holidayCan I drive temporarily with my home licence, and do I need an IDP?
Long stay / residencyHow long is my foreign licence recognized after becoming resident, and must I exchange or obtain a local licence?

Common IDP mistakes

Buying an “international driver’s license” from an unverified website

Use the issuing channels officially recognized by your own country. USAGov specifically warns U.S. travelers about fraudulent IDP websites.

Leaving the original licence at the hotel

An IDP is generally used together with your valid domestic driving licence, not instead of it.

Checking only the country law and not the rental terms

The rental supplier may have pickup requirements that are stricter or more specific than the basic legal recognition rule.

Checking only the pickup country on a cross-border trip

Each country on the route can have different licence recognition and IDP rules.

Assuming one IDP format works everywhere

Some issuing countries distinguish between 1926, 1949 and 1968 permits, and the required type can depend on the destination.

Using an IDP as a long-term residency workaround

Residency can trigger separate licence-exchange or local-licensing rules.

My pre-booking decision process

1
Start with your exact licence. Country of issue, format, expiry date and vehicle category.
2
Check official destination guidance. Use government, embassy, consular or transport-authority information where available.
3
Check every driving country. Not just where the flight lands.
4
Read the rental conditions. Search specifically for driving licence, IDP, cross-border and additional-driver requirements.
5
Get the IDP before the trip if required. Do not plan to solve it after arrival.
6
Carry both documents. Keep the original licence and IDP together while driving.

Frequently asked questions

Is an IDP the same as an international driver’s licence?

The official document is an International Driving Permit. Marketing websites sometimes use “international driver’s license,” but travelers should use the authorized IDP process recognized by their issuing country.

Can I drive abroad with only an IDP?

Do not assume so. Official U.S. and UK guidance instructs travelers to carry the original valid driving licence together with the IDP.

Do Americans need an IDP in Canada or Mexico?

Current USAGov guidance says U.S. citizens do not need an IDP to drive in Canada or Mexico.

Do UK drivers need an IDP in the EU?

Current GOV.UK guidance says holders of a UK photocard licence do not need an IDP in the EU, Switzerland, Norway, Iceland or Liechtenstein, although exceptions can apply to other licence formats and rental-company requirements should still be checked.

Can a rental company require an IDP even if the country does not?

Yes, supplier documentation requirements can matter independently from the basic legal driving rule. Check the rental conditions before booking.

How long is an IDP valid?

There is no single answer that applies to every issuing country and permit type. USAGov says U.S.-issued IDPs are valid for one year; current UK guidance gives 12-month validity for its 1926 and 1949 permits and up to three years for a 1968 permit, limited by the licence expiry date.

TRAILANDRA BOTTOM LINE

The right IDP decision takes five minutes before booking — and can save a ruined pickup day

Check your licence, every country on the route, the correct IDP requirement and the rental company’s document rules. Then carry the original licence with the IDP if one is required. The goal is not to collect extra paperwork. It is to remove the chance that one missing document stops the road trip before it begins.

CONTINUE THE DECISION
Having the right document does not make the rental contract safe by itself.

Next, check CDW, excess and deposit risk. If the route crosses borders, also verify cross-border permission, fees and insurance territory.
