Power Outages Abroad: How to Build a Remote-Work Continuity Plan

Remote work during a power outage is rarely just a matter of keeping your laptop battery alive.

A serious outage can also disrupt accommodation Wi-Fi, mobile networks, payment terminals, elevators, building access systems, water pumps, heating or air conditioning, traffic signals and the cafés or coworking spaces you expected to use as backups.

If a client call begins in 30 minutes, buying another power bank after the outage starts is not a continuity plan.

The better approach is to prepare a layered backup system before you need it.

For location-independent workers, the objective is simple: maintain essential work when it is safe and practical to do so, while being prepared to stop work immediately when personal safety, official instructions or basic communications take priority.

FEMA’s current continuity guidance makes a similar point at an organizational level. Telework can support continuity, but it should not be the only continuity option because widespread power or communications outages can make remote work itself unavailable.

This guide uses a practical seven-step framework:

Protect → Prioritize → Power → Connect → Communicate → Relocate → Recover

It is designed to help with three different situations:

  • A short outage affecting only your accommodation or building.

  • A wider neighborhood or city power disruption.

  • A genuine emergency in which work should stop and safety becomes the priority.

Remote work during a power outage starts with safety and communications

First determine how large the outage is.

A short building-only outage may be manageable if mobile data still works, nearby businesses have power and your accommodation remains safe.

A neighborhood or city-wide outage is different.

Power failures can affect transportation systems, traffic signals, payment terminals, elevators, communications infrastructure and building-support systems. Ready.gov also recommends keeping alternative power available for phones and other devices and notes that ATMs and card-payment machines may not operate during an extended outage.

Before trying to continue working, check:

  • Whether the outage is limited to your building or affects a wider area.

  • Whether mobile service and emergency alerts are still available.

  • Whether your accommodation remains safe in extreme heat or cold.

  • Whether elevators, electronic doors or other building systems are affected.

  • Whether local authorities have issued evacuation, weather or civil-protection instructions.

  • Whether you can safely travel to a backup work location.

During a wider emergency, local safety instructions, access to essential communications and contact with family or your employer take priority over client calls or deadlines.

Build clear stop-work triggers into your continuity plan.

Stop trying to work and switch your attention to safety if:

  • Local authorities issue evacuation, severe-weather, water-safety or other emergency instructions.

  • Your accommodation becomes unsafe because of extreme heat or cold, smoke, flooding, loss of secure access, prolonged darkness or lack of safe water.

  • Your phone battery is approaching the reserve you need for emergency alerts, navigation and essential contact.

  • Mobile communications are failing and you need to conserve remaining battery.

  • Traveling to an alternate workspace would expose you to unsafe roads, severe weather, civil disruption or other hazards.

A missed deadline is easier to recover from than a depleted emergency phone, unsafe journey or ignored evacuation instruction.

Never improvise indoor backup power with combustion devices

Do not use portable generators, charcoal grills, camp stoves or other fuel-burning devices inside an apartment, hotel room, garage or other enclosed or partially enclosed space.

Carbon monoxide is colorless and odorless and can cause serious illness or death.

Portable generators should only be operated outdoors and more than 20 feet away from windows, doors and vents, following the manufacturer’s instructions and local safety requirements.

In an apartment or hotel environment, do not assume that a balcony or area immediately outside a room is a safe generator location. If the required separation from windows, doors and ventilation openings cannot be maintained, do not use one there.

Follow local emergency guidance and the property’s safety instructions rather than improvising a power source.

1. Protect: decide what makes the workday unsafe

For remote work during a power outage, decide in advance what conditions mean you should stay where you are, relocate locally or stop work entirely.

Making these decisions before an outage reduces the chance of taking unnecessary risks when your battery is low and reliable information is limited.

  • Stay: The outage appears limited, the accommodation remains safe, communications are functioning and leaving would provide little benefit or create additional risk.

  • Move locally: Travel conditions are safe and you have confirmed that a backup workspace has power, connectivity, access and suitable operating hours.

  • Stop and escalate: Official instructions, unsafe accommodation, prolonged loss of essential services or an employer emergency procedure means work should stop and the appropriate safety or continuity plan should take over.

Do not begin traveling simply because a coworking space appears online.

During a widespread outage, online business listings may be outdated, mobile networks may be congested and a location that normally has power or Wi-Fi may also be affected.

Confirm that the backup location is actually open, powered and reachable before leaving.

This is a continuity decision framework, not an evacuation recommendation. Local authorities and your accommodation’s emergency procedures always take priority over a work plan.

2. Prioritize: define your minimum viable workday

Not every task deserves the same battery, bandwidth or attention during a disruption.

Before an outage happens, define your minimum viable workday: the smallest amount of work and communication needed to protect critical obligations until normal service returns.

Separate tasks into three groups.

Must happen now

Examples may include:

  • Telling a client or manager that your connection is unstable.

  • Sending a time-sensitive file that is already prepared.

  • Joining or rescheduling a critical meeting.

  • Confirming that an automated system or business process is operating normally.

  • Saving important work locally before battery or connectivity is lost.

Can wait until tomorrow

Move non-urgent work out of the outage window where possible:

  • Research.

  • Routine email.

  • Large uploads.

  • Software updates.

  • Non-critical cloud synchronization.

  • Administrative work without a deadline.

Requires stable power or connectivity

Some work should not be attempted on an unstable backup connection.

Examples include:

  • Large video transfers.

  • Long cloud backups.

  • High-bandwidth video production.

  • System maintenance that could be interrupted midway.

  • Sensitive transactions when you cannot maintain a reliable and secure connection.

The objective is not to reproduce a normal workday on emergency power.

It is to preserve enough battery, connectivity and attention to complete the few tasks that genuinely matter while keeping adequate reserves for communication and safety.

Use a simple priority hierarchy so you do not waste limited battery or bandwidth on work that can wait.

Agree this hierarchy with your manager, team or clients before travel.

Clarify:

  • Who can make decisions if you become unreachable.

  • Which meetings can switch to asynchronous updates.

  • How quickly you are expected to report an outage.

  • Which deadlines are genuinely critical.

  • Whether a coworker can take over a time-sensitive task.

  • Which files or systems must remain available offline.

3. Power: build a battery budget, not a gadget collection

A portable battery is one layer of continuity, not a guarantee that you can maintain a normal workday through an extended outage.

Instead of collecting backup gadgets without a plan, estimate the power needed for your minimum viable workday.

Start by identifying the devices that actually matter:

  • Laptop.

  • Smartphone.

  • Mobile hotspot or secondary phone.

  • Portable router, if used.

  • Any essential accessibility or medical device that must remain charged.

Then estimate how long each device normally lasts under realistic work conditions.

Video calls, maximum screen brightness, external monitors, background synchronization and large uploads can drain batteries significantly faster than offline writing, coding or document editing.

During an outage, reduce unnecessary power use before reaching for backup batteries:

  • Lower screen brightness.

  • Close non-essential applications and browser tabs.

  • Disable unnecessary Bluetooth devices.

  • Pause cloud synchronization and automatic software updates.

  • Avoid large uploads unless they are genuinely time-sensitive.

  • Use audio instead of video where appropriate.

  • Keep the phone’s emergency reserve separate from ordinary work use.

Your objective is not to power every device you normally use.

It is to preserve enough energy for critical work, communications and emergency access until mains power returns or you can safely relocate.

A simple starting point for your battery budget is:

Required usable energy (Wh) ≈ average device power draw (W) × hours of use

For example, a laptop drawing an average of 30 W for four hours requires about 120 Wh of energy before allowing for conversion losses, battery condition, temperature and other uncertainty.

Do not estimate runtime from the charger’s maximum wattage alone. Actual laptop power consumption can vary substantially depending on the device, screen brightness, processor load, video calls, charging behavior and connected accessories.

Set your power priorities

Protect phone reserve first. Keep enough battery for emergency alerts, maps, authentication, messages and calls after work stops.

Use laptop power for priority work. Avoid wasting limited energy on unnecessary video calls, streaming, large synchronization jobs or repeated reconnection attempts when a text update will accomplish the same thing.

Carry a flashlight or headlamp. Dedicated lighting preserves phone battery and is more practical than using a phone screen or flashlight continuously.

Prepare charging equipment before travel. Bring the correct cables, charging adapters and any necessary plug adapter for your destination.

Be cautious when electricity returns. If power is unstable or repeatedly cycling, avoid immediately reconnecting every sensitive electronic device. Follow the property’s instructions and use appropriate surge protection where available.

Portable batteries and flights

Power banks are useful for remote work, but airline battery restrictions can affect what you can carry.

Under current U.S. FAA rules:

  • Spare lithium batteries and power banks must be carried in carry-on baggage, not checked baggage.

  • Rechargeable lithium batteries rated 0–100 Wh are generally permitted for personal use.

  • Batteries rated 101–160 Wh require airline approval, with a maximum of two spare batteries per passenger.

  • Batteries exceeding 160 Wh are prohibited on passenger aircraft.

  • Spare batteries must be protected from damage and short circuits.

  • Damaged or recalled batteries that could create dangerous heat or sparks must not be carried unless they have been made safe under the applicable rules.

Individual airlines and international aviation authorities may impose stricter limits.

Always check your airline’s current battery policy before travelling with a large power bank, portable battery station or unfamiliar battery product.

4. Connect: build a connectivity ladder

“I’ll tether from my phone” is not a complete continuity plan.

Mobile networks can also be affected by power loss, damaged backhaul infrastructure or heavy congestion during an emergency.

A second SIM or eSIM using another carrier can reduce some single-network risk, but it is not fully independent resilience if both networks depend on infrastructure affected by the same regional outage.

Build a connectivity ladder and know when to move to the next level:

  1. Accommodation Wi-Fi: Test it from the exact room or desk where you work, not only near reception or the router.

  2. Primary mobile data: Confirm that tethering or hotspot use actually works.

  3. Second mobile network: Consider another carrier where the importance of your work justifies the cost.

  4. Alternate physical workspace: Identify at least one safe backup outside your building and, where practical, outside the immediate neighborhood.

  5. Offline mode: If no safe and reliable connection remains, stop chasing connectivity and switch to priority offline work.

A local SIM, travel eSIM or roaming plan can be useful as the mobile-data layer, but check hotspot support, high-speed data limits, throttling and network coverage before relying on it.

Prepare offline work before you lose the connection

Cloud storage does not automatically mean your files will be available without internet access.

Google Drive for desktop distinguishes between cloud-streamed files and files stored locally. Files using streamed storage must be specifically made available offline if you want reliable access without a connection.

OneDrive Files On-Demand works similarly: online-only files cannot be opened offline, while files marked Always keep on this device remain locally available.

Before a high-stakes workday, create a small offline set containing only what you genuinely need.

That may include:

  • Current briefs and working drafts.

  • Source files and presentation assets.

  • Key contact details.

  • Deadlines and meeting times.

  • Your outage escalation procedure.

  • Offline maps for your accommodation and backup workspace.

  • Essential software or licence information where your employer permits local storage.

Then test the setup properly.

Turn off Wi-Fi and mobile data and verify that the files actually open.

Keep offline storage limited to what you need and follow your employer’s requirements for encryption, device management and confidential information.

Do not copy company data to an unmanaged personal device if organizational policy prohibits it.

Security still applies when connectivity is inconvenient

An outage is not a reason to bypass security controls.

Use employer-approved multifactor authentication for work email, cloud storage, remote-access systems and administrative accounts.

Where supported, phishing-resistant authentication such as a FIDO/WebAuthn security key or passkey provides stronger protection than SMS authentication.

Do not build your entire recovery process around one phone number.

Public Wi-Fi also needs perspective.

Modern HTTPS encryption means public Wi-Fi is not automatically unsafe, but you should still:

  • Keep operating systems, browsers and security software updated.

  • Use strong, unique passwords.

  • Enable MFA.

  • Confirm you are connecting to the intended network.

  • Use HTTPS websites.

  • Avoid entering credentials into unexpected login pages.

  • Follow employer security and remote-access policies.

Remember that HTTPS does not prove a website is legitimate. A phishing or scam website can also use encryption.

If your employer permits the use of a commercial VPN and you want an additional encrypted tunnel when using shared networks, you can compare NordVPN as one option.

A consumer VPN is not a substitute for an employer’s required corporate VPN, does not make a fraudulent website legitimate and does not override company security policy.

If the only available network is unknown and the work involves highly sensitive information, the correct continuity decision may simply be to send a status update and wait for a trusted connection.

Be especially cautious about phishing during disruptions.

Verify messages claiming to come from a hotel, telecom provider, airline, coworking space or IT department using a known official channel before:

  • Entering credentials.

  • Installing software.

  • Changing account settings.

  • Paying an unexpected reconnection or emergency fee.

5. Communicate with short, low-bandwidth updates

During a communications disruption, written messages can often use less bandwidth and battery than repeated video or voice-call attempts.

Agree with your employer or clients in advance which communication channels are approved.

A personal messaging app may be convenient, but it may not satisfy company security, confidentiality or recordkeeping requirements.

First outage update

I’m safe, but a local power and connectivity outage is affecting my work location. I have shifted to priority tasks and will send my next update by [time and time zone]. If the outage continues, I will [continue offline / move to an alternate workspace / reschedule the live meeting].

Critical meeting disruption

I cannot maintain a reliable connection because of a local outage. I have sent the current materials and proposed next steps. Please proceed without me if needed; I will review and respond by [time and time zone].

Always use a specific time and time zone.

“Later today” is not useful when a team is distributed across multiple countries.

6. Relocate: verify the backup before you move

A hotel, café, library, coworking space or trusted contact’s home is not automatically resilient simply because it normally has electricity and Wi-Fi.

Before leaving a safe location during an outage, confirm that the alternative is:

  • Open.

  • Powered.

  • Reachable safely.

  • Able to provide usable internet access.

  • Suitable for the confidentiality level of your work.

Do not rely solely on an online business listing during a widespread disruption. Information may be outdated or the backup location may be experiencing the same outage.

Ask better questions at every new base

When you arrive at a hotel, rental or coworking space, test:

  • Room Wi-Fi.

  • Mobile reception.

  • Hotspot tethering.

  • Safe exits and stairwells.

  • Reception or security contact details.

Then ask:

  • Is there generator or battery backup?

  • Which systems are actually powered during an outage?

  • How long is backup power designed to operate?

  • Are guest-room outlets powered?

  • Is the Wi-Fi equipment backed up?

  • Are elevators supported?

  • Are water pumps supported?

  • Is air conditioning or heating supported?

  • Is reception or electronic access control supported?

  • Does the internet connection have a second provider?

  • Are high-capacity personal batteries permitted on the property?

A statement such as “we have a generator” is not enough.

A generator may power emergency lighting and reception while leaving guest outlets, Wi-Fi, elevators or cooling unavailable.

Treat the answers as planning information, not guarantees.

Maintain both a nearby fallback and, where practical, a more geographically separate alternative.

It can also be sensible to keep a modest amount of local cash in a secure place because card terminals and ATMs may be unavailable during a wider power disruption.

Practice the plan before you need it

Run a short continuity drill periodically and whenever your accommodation, equipment or connectivity setup changes.

A useful drill can take less than 30 minutes:

  1. Turn off Wi-Fi.

  2. Put your phone into a battery-saving mode.

  3. Open your critical offline files.

  4. Test the approved backup connection.

  5. Confirm that MFA still works.

  6. Send your prepared outage message to a test channel.

  7. Work offline for a short period.

  8. Record what failed.

You may discover that:

  • An important file was never downloaded.

  • Your hotspot requires another setting.

  • Authentication depends on a phone number you cannot access.

  • A charging cable or adapter is missing.

  • Your real laptop workload consumes far more battery than expected.

These problems are far easier to fix during a normal workday than during an actual outage.

7. Recover deliberately when power returns

Electricity returning does not automatically mean the incident is over.

Before resuming a normal workload:

  • Recharge your phone and other critical communications equipment first.

  • Confirm that local power appears stable.

  • Check whether cloud files have synchronized correctly.

  • Verify that messages, transactions or uploads were not duplicated.

  • Review any work completed offline before syncing conflicting copies.

  • Confirm the next day’s accommodation and connectivity conditions.

  • Recheck whether your alternate workspace remains available.

Then update your continuity plan.

Write down:

  • What failed.

  • Which backup worked.

  • Which device ran out of power first.

  • Whether your communications plan was adequate.

  • Whether your backup location was actually usable.

  • What equipment or information you were missing.

A good plan does not guarantee uninterrupted productivity.

It gives you options:

  • A safe place to remain.

  • More than one way to communicate.

  • Enough power for priority tasks.

  • Files that genuinely open offline.

  • A backup connection.

  • A verified alternate workspace.

  • A clear message for the people relying on you.

Most importantly, it gives you a clear point at which to stop working when safety becomes more important than continuity.
